
About Us
The 3 Canyons Ranch Homeowners Association (3CR) is primarily managed by an unpaid all-volunteer staff, whose duties include maintaining the community, enforcing rules, and collecting fees that support the association.
History - 3 Canyons Ranch is a large multi-use development covering about 5,700 acres in Cochise County, Arizona established by San Pedro Development LLC beginning in 1995. The goals of the development were to:

Protect the natural environment and keep the area’s rural feel by limiting it to low-density development, prohibit most commercial and industrial activities, and reducing traffic and crime with gated entrances and roads.

Provide a higher level of control over the land through private rules and enforcement beyond what county regulations currently offer.

Support the goals set in Cochise County’s Comprehensive Plan for this area, which prioritizes the conservation of our natural resources. The views of the Huachuca, Dragoon, and Mule Mountain ranges as well as those in our neighbors to the south are stunning reminders of this beautiful high desert grasslands called the “Sky Islands”.

The Governing Documents allow for ‘Villages’ within the larger 3 Canyons Ranch Master Association which are entirely self-supported and self-financed, with regulations that exceed that of 3CR. Please refer to the Village Tab for more information.

Much like a Village, 24 lots within 3CR are part of the adjacent Wild Horse HOA. These homes access their property via Three Canyons Road, their streets are maintained by the Wildhorse HOA and they pay assessments to both HOAs like a Village – see https://wildhorsehoa.org for more details.

Three Canyons Road is seven miles of private road between Hwy 92 and Palominas Road, maintained for residents and their invites providing a convenient East-West connection. The gates at the East and West entrances help to provide secure access to our properties, reducing traffic and keeping our development as private as possible. The East gate location, although not at the easternmost limits of 3CR, was located for access by neighboring properties to the south not within 3CR.

The Governing Documents have been in place since 1995 with subsequent revisions, which are included as part of the purchasing process. Purchasing inside of 3CR is an obligation to abide by those rules or to change them by amendment.


Maintenance

Common areas: the HOA is responsible for the maintenance and repairs of common areas like Three Canyons Road and its right-of-way. All other roads as well as their ingress / egress / utility easements fall outside of the responsibility of the 3CR.

Landscaping: the 3CR may maintain the landscaping of the Three Canyons Road right-of-way and the gated entry locations.
Enforcement

Governing Documents: 3CR enforces the rules and regulations of the association, including the bylaws, CC&Rs, Amendments, Association Rules and Design Guidelines, all which can be found on our website.

Compliance: 3CR may inspect properties for violations and send violation notices

Enforcement: 3CR may issue warning letters and Notice of Violations for infractions

The Master Design Committee can use all the help they can get.
Governance

Voting: 3CR makes decisions on community matters through membership voting as well as board of directors’ meetings open to members.

Legal compliance: 3CR ensures compliance with all local, state, and federal laws and regulations
Committees

3CR relies on volunteers as much as possible to keep costs down as well as maintaining a local connection in lieu of relying more upon a management company. These Committees include Maps, Traffic Control, Master Design, Road & Gates. They are always looking for more enthusiastic volunteers so sign up soon.
Other duties

Insurance: 3CR provides a general liability policy for the HOA common areas.

Security: the HOA may provide security services like cameras and card/key/code gate access

Reserve funds: the HOA may set aside funds for maintenance, renovations or unexpected costs
